Case Packs, Inner Packs and Planned Depth
In toys and juvenile hard goods the case pack is the real buying unit, and its configuration is fixed long before the assortment conversation. This guide covers why pack structure constrains breadth before depth is decided, where rounding error accumulates, how to plan small-format doors against a large inner pack, and what to fix at design time rather than in the plan.
The unit the plan is written in
Most retail planning is written in eaches. A plan says a door should hold twelve units of an item, and twelve units is a quantity someone can order. In toys, juvenile hard goods, and a good deal of the games category, that assumption quietly fails: the orderable quantity is a pack, and the pack size was decided by someone else, months or years earlier.
Two units matter and they are not interchangeable. The case pack is the full shipping carton — the unit that moves through the supply chain and that a distribution centre receives. The inner pack is the sealed bundle inside it, and it is usually the smallest quantity that can be shipped to an individual store. For planning purposes the inner pack is the one that governs, because it is the number that decides what a single door can take.

Pack structure constrains breadth before depth is decided
Here is the effect that surprises people who come from apparel.
The usual assortment sequence trades breadth against depth: given a budget and a space, carry more items less deeply or fewer items more deeply. That trade-off assumes depth is continuously adjustable. With a large inner pack it is not. If the inner pack is six and a door's rate of sale justifies three units, the door does not take three. It takes six, or it takes none.
Follow that through for a small-format door. Every item on its list arrives in sixes whether or not it deserves sixes. Shelf capacity is finite, so the number of items the door can carry is set by the pack size divided into the available space — before anyone has made a depth decision at all. Pack structure has decided the breadth versus depth question in advance, and it decided it at packaging design.
The practical implication is the opposite of most brands' instinct. The instinct is to give a small door a proportionally shrunken version of the full range, keeping range representation intact. The correct move is usually a deliberately narrower item list selected for rate of sale, accepting that the small door will not represent the range, because the alternative is carrying six units of several items that will each sell one before the reset.
Where the rounding error lives
In most spreadsheet processes, the plan is built in eaches and converted to packs at purchase-order time. Individually each conversion looks trivial — round this line up, that one down. In aggregate, across hundreds of doors and dozens of items, it moves real money.
The deeper problem is not the size of the error but its location. It happens after the plan was reviewed and approved, in a different file, usually owned by a different person. That means:
- The authorised buy and the placed buy are different buys. Nobody signed off on the second one.
- The variance is invisible to the plan. When actuals come in against plan, the pack rounding is baked into the actuals and attributed to demand, so the post-mortem draws conclusions about sell-through from a number that includes a systematic ordering artefact.
- It compounds with the door mix. A fleet weighted toward small doors rounds up more often, because more lines fall below one pack. The distortion is therefore not random — it has a direction, and the direction changes as the door mix changes.
The fix is structural rather than procedural: carry pack structure inside the plan so that planned depth is always already an orderable quantity. The buy quantity formula is the right place for the constraint to bind — at the point demand becomes an order — rather than downstream of it.
Choosing a pack size at design time
Because the plan cannot fix pack structure later, the leverage is at packaging design. The people making that decision are usually optimising for cost per unit, carton efficiency, and pallet utilisation, all of which are legitimate. What is often missing from the conversation is the merchandising cost of the choice.
Three questions are worth forcing into that discussion:
- What does this inner pack do to our smallest doors? If the answer is that a whole tier of the fleet can no longer carry the item economically, the packaging saving may be buying a distribution problem.
- What rate of sale does this pack size assume? An inner pack of six implies a door turns six units inside a reasonable replenishment cycle. If the item's realistic rate of sale is one a month, the pack has committed every door to a quarter of cover.
- Do we need more than one configuration? A smaller inner pack for specialty and a larger one for mass is a real option, and it is far cheaper to decide at design than to discover as an allocation problem.
This is one of the places where the option count conversation and the packaging conversation genuinely need to be the same conversation, and in most organisations they are not.
The apparel comparison, and where it stops transferring
Apparel teams already know this trade-off under a different name. A pre-pack versus singles decision weighs handling efficiency and simplicity against allocation precision, exactly as pack structure does here. The mechanics of the trade-off transfer cleanly.
What does not transfer is the default. In apparel, singles are available and pre-packs are a wholesale convenience — the planner can always fall back to unit-level precision when it matters. In toys and juvenile hard goods, the pack is the normal unit and the single is the exception, frequently not available at all. An apparel-trained planner who assumes the fallback exists will build a plan that cannot be ordered.
The second difference is timing. A pre-pack composition can often be revised between seasons. A toy inner pack is tied to physical packaging and tooling, so revising it means artwork, new cartons, and often new case and pallet configurations downstream. The decision window is closed by the time the assortment is being planned.

Planning the door tiers this actually creates
Once pack structure is understood as a breadth constraint, door tiering stops being a nicety and becomes the mechanism that makes the assortment work at all.
A workable approach has three tiers and an explicit rule for each. Large doors carry the range at planned depth, and pack rounding is a minor effect because most lines clear a pack comfortably. Mid doors carry a reduced item list at pack-multiple depth, with items chosen by rate of sale rather than by category representation. Small doors carry a deliberately short list — often only the proven core plus one or two newness items — because every item they carry costs a full inner pack of shelf space.
The tiering should be built from the door's own selling history where it exists, in the same way store clustering is built in apparel. What differs is the input that matters most: in apparel, clusters usually form around taste and climate; here they form around rate of sale relative to pack size, which is a different and more arithmetic question.
The connected version
The reason this is painful in a spreadsheet is that pack structure lives in one place, the assortment plan in another, and the conversion in a third. Nobody owns the whole chain, so the constraint that most shapes the outcome is applied last, by hand, by whoever places the orders.
In a connected model, pack structure is an attribute of the item that the assortment plan and the buy plan both respect, so the depth a planner sets is the depth that can be ordered, and allocation distributes in orderable quantities by door tier rather than producing an ideal answer that then gets rounded. The rounding conversation moves from the end of the process to the beginning, where it can still change a decision.
