Never Out of Stock (NOOS)

Never out of stock (NOOS) is a program of core items kept continuously available on a replenishment rule instead of bought once a season. What qualifies and what does not.

Never out of stock (NOOS) is a program of core items a brand commits to keep continuously available, planned as a standing stock position on a replenishment rule rather than bought once per season and exited. A NOOS item has no seasonal end date: the black crew-neck tee in every size, the core footwear model in its full size run, the core shades of a foundation. What defines the program is not strong sales but a decision that a stockout is unacceptable, backed by the inventory and supply terms that prevent one.

What qualifies, and what does not

Qualification tests demand and supply, and both must pass. On demand, an item needs a rate steady enough to set a rule from and no seasonal exit date. On supply, it must be genuinely re-orderable: a vendor willing to re-run the fabric, component or finish, on a lead time safety stock can cover, at a minimum order quantity that buys a sensible number of weeks of cover on the item's slowest size, not just on its fastest. An item that sells steadily but cannot be re-ordered inside the season is a carryover, bought once per season, not a NOOS item — planning it as NOOS reserves budget for refills that never arrive. Fashion colors, limited drops and licensed items fail by construction, because their exit dates are set in advance; a model on a model-year cycle qualifies only until its changeover.

How the program is measured and funded

A NOOS item is managed at the grain where a stockout happens, below the style: per size in apparel, per size within width in footwear, per shade in beauty. Minimum, maximum and trigger are set per item and location, and the program is measured by in-stock rate at that grain rather than by sell-through, because a NOOS item has no season to sell through.

Its receipts are also a prior claim on the budget. Replenishment arrives month by month whatever the season decides, so the program's expected receipts are reserved in the open-to-buy before the seasonal buy is planned, and seasonal breadth is decided against what is left. A program that promotes items every season and demotes none gradually consumes the seasonal budget.
